Surprised to see no comments on this. For anybody who hasn't read it it's here in full stuartsyvret.blogspot.com/ tho' there is a big chunk of Stuart's commentary before you get to the document itself. I have some grave concerns with it but, unfortunately, no time to post them now... I shall do that later.

Maybe no one is surprised by this report. I wonder even if we could be shocked by anything that comes out of the states any more. The bit that disturbed me most was this:
"Throughout this inquiry I have found all Ministers, Senators and Deputies and staff of the various Departments of the States of Jersey to be helpful and supportive in their responses.."
It kind of gives me the impression that investigations went like this:
Willy: "Everything OK here?"
Deputy: "Yes"
Willy: "Cool, carry on"
The whole thing is a farce and was from the start. Is there any one out there that believes this crud?

I, actually, don't believe that it is a whitewash - it is a professional report written to a clearly established brief and with an established context by somebody with much experience of this sort of exercise - it is written in the customary, mannered, considered language that is used in documents of this sort. Everybody working in the service whilst the report was being prepared knew of it, they were all scrubbed down and on their best behaviour. With this is mind I think that the fact that there is ANY criticism of the Childrens' Service in it AT ALL is completely damming - if, when everybody knew that he was likely to be around, asking questions and checking procedures, they couldn't tidy up and get their house in sufficent good order to receive a 10/10 glowing report then I think it demonstrates the sad state in which this branch of the Social Services is. I have heard, I don't remember where, this report being briefly summarised as a mark of 2 on a scale of 4 and this being explained that things are satisfactory tho' there is room for improvement. I would see a mark of 2/4 as poor, mediocre, not good enough, not trying hard enough and, in such a very wealthy island, that is simply not satisfactory - we should have a Childrens' Service that is the pride, not the shame of the island and an example to other countries. For anyone to say, because the report says that no children are being maltreated at the moment, that there is nothing glaringly wrong with the service and that it is functioning at a adequately mediocre level, that things are fine and satisfactory is embarassing, shaming, letting down all those who use the service and, ultimately, the island itself.
